Uprooting Ghost Workers: Government Unveils the Unified Payroll Number (UPN) System

President William Ruto’s government will be implementing a Unified Payroll Number (UPN) system to track pay slips of government workers across state departments.

The UPN has a unique identifier system that will be used to share data linked to human resources, including payroll information.

The new technology makes it simpler to analyze, reconcile, and filter out non-compliance by enabling relevant government bodies to keep an eye on statutory payments in the public sector.

In efforts to get rid of ghost workers, a recurring menace across county governments and paying employees incorrectly, government personnel will only be given one identification number for the duration of their employment.

President Ruto has been keen on streamlining essential services for effective accountability. Last week, the Head of State provided a unified pay bill number, 222222, to pay for all government services.
