The origins of the ODM-UDA MoU and the “10 point agenda” came from the desperation of the same Orengo-Sifuna-Uhuru groupies in ODM who kept demanding ‘structured engagement’. The fact that President
William Ruto without any ‘document’, had appointed Opiyo Wandayi, John Mbadi, Hassan Joho, Wycliffe Oparanya, Beatrice Askul and Dorcas Oduor; was not enough. The fact that President Ruto had kept his word, backed and bankrolled Raila’s AUc bid with the entire diplomatic wherewithal of the state, was not enough. The fact that up until the time of signing the MoU, they could not pick any issue which President Ruto had reneged on; was not enough.
Emerging, and still smarting from Uhuru’s winding web of conmanship, deceit and betrayal, these people never believed President Ruto would keep his word. You will recall that this MoU came several months after several senior ODM Party officials and members had already been absorbed into government — into cabinet.
The Orengo-Sifuna-Uhuru groupies in ODM were very desperate to use any excuse to pull Raila out of working with President Ruto, and went to great lengths to do so. But Raila Odinga, the grand helmsman and master tactician, told them to go draft an agreement and include everything they wanted. They left, sat and drafted the useless ‘10-point agenda’ and brought it for signing.
They had expected President Ruto and the UDA group to refuse to engage, still deluding themselves that the Ruto-Raila partnership could blow up. A two-party MoU is one where both parties sit down, trade off, build concensus and ink a deal. The so called UDA-ODM MoU is the first bipartisan political document which the internal saboteurs in ODM solely drafted without UDA participation, and when they brought it for ‘negotiations’, they insisted not even a comma be changed. Not even a comma was changed.
What is relevant here is that the ODM-UDA 10-point agenda ni ‘TAKATAKA’ document that was solely drafted by ODM internal saboteurs and cannot be fully implemented in its present, bogus form. For example, there cannot be full implementation of the part of the ‘10-point’ that demands full implementation of the NADCO Report, because NADCO recommended creation of positions of PM, DPMs and Official Opposition Leader.
To create the above posts you must change the ‘basic structure’ of the constitution which in the BBI case — the courts already ruled — there must be a referendum, aka; THE PEOPLE SHALL… In the obtaining political environment, can Kenyans pass such proposals in a referendum? Logistically and financially, can Kenya hold a referendum one year to elections?
Is the Orengo-Sifuna-Uhuru groupies ready to face Kenyans to pursue the referendum; or the TAKATAKA 10-point Agenda is President Ruto’s sole burden? My suggestion to the ODM Party Leader Dr. Oburu Oginga is to be bold enough to pull the ODM Party out of that useless Orengo-Sifuna-Uhuru TAKATAKA MoU and return the party to the PROPER MoU that the same Orengo-Sifuna-Uhuru groupies sabotaged in Mombasa. The TAKATAKA 10-point MoU was forced on Raila Odinga and it is time it be DISCARDED.
Between now and 2027, The ODM Party should focus solely on PAWAA, which we need to bring water to every home, deliver housing, provide free education, deliver electricity, provide healthcare, tarmac our regions, land SGR in Malaba, strengthen funding to devolved units; as the party sets its gaze on 2032. To quote social theorist Eric Hoffer…” in times of change, learners inherit the earth, while the learned find themselves beautifully equipped to deal with a world that no longer exists…”.
The world the 10-Point Agenda sort to create no longer exists. In our five-year electoral cycle, we have entered that homestretch where all energies should be put in acquiring PAWAA. The ODM Party must avoid the usual distractions and misadventures and focus solely on PAwaa.
