Nairobi, Kenya, Gor Mahia Football Club has been fined Ksh300,000 by the Football Kenya Federation (FKF) Disciplinary Committee following security lapses during their Kenya Premier League match against Bidco United at the Kasarani Stadium on September 21, 2025.
According to FKF, the 21-time league champions were found guilty of failing to control fan behaviour and maintain proper security during the game. The committee ruled that despite outsourcing ticketing and access control to third-party vendors, Gor Mahia retained ultimate responsibility for ensuring safety and supervision within the stadium.
In its decision, the Committee cited Strict and Vicarious Liability principles, affirming that clubs are accountable for any incidents that occur in or around the stadium, regardless of fault or delegation.
“Under the Strict Liability standard, a club is responsible for incidents occurring in or around the stadium, irrespective of fault or negligence. The doctrine of Vicarious Liability extends this responsibility to acts or omissions by service providers, contractors, or other parties acting on behalf of the club,” the ruling stated.
The federation emphasized that outsourcing matchday operations does not absolve clubs of their disciplinary responsibilities, as outlined in CAF and FIFA regulations, which mandate effective oversight and preventive security measures.
As a result, the committee found Gor Mahia culpable of failing to maintain adequate order and safety, exposing fans and players to potential danger. The club was consequently fined Ksh300,000, payable within 14 days, and issued a formal warning to exercise greater diligence during future fixtures.
“Any recurrence of such security lapses will attract more severe sanctions, including the possible suspension of home matches or additional fines,” FKF warned.
The Committee added that a detailed reasoned decision will be released on November 4, 2025, after which Gor Mahia will have the right to appeal under the FKF Rules and Regulations (2024).
This is not the first time Gor Mahia has faced disciplinary action for fan-related misconduct. In 2023, the club was fined Ksh2 million after supporters went on a rampage during a league match against Murang’a Seals, also held at Kasarani Stadium.
