The push to have the 2010 have its first amendment through the BBI has ran into unexpected trouble after it emerged the BBI Amendment Bill 2020 passed in 13 out of the 47 counties was a wrong document. Promoters of the BBI, led by the joint secretary to the BBI select committee Paul Mwangi are now fingering the Independent Electoral Commission (IEBC) as being responsible for the changes in the original document.
However, in a statement on Thursday, the electoral body’s boss Wafula Chebukati dismissed the allegations, saying they only submitted a document which was given to them by the BBI Secretariat after the verification of signatures.
”On January 26th January 2021, the Commission requested the bill promoters for additional printed copies of the Bill for onward transmission to the county assemblies. On the same date, the BBI promoters delivered to the commission fifty-seven printed copies of the BILL, out of which the Commission submitted forty-seven to the county assemblies,” Chebukati said in a statement.
Lawyer Paul Mwangi, one of the BBI joint secretaries and a legal advisor of Raila Odinga , said the IEBC couldn’t have sent different versions because the BBI team sent only one bill.
“We would only start talking about a problem if speakers from various assemblies say they tabled the wrong document from IEBC or say they possibly made a mistake and tabled a foreign document which they have to explain where they got it from,” Paul Mwangi said.
